I can just agree to the former post. We did the trip Battambang-Phnom Penh today and everything was fine. Trip took between 4,5 and 5h, including one very short toilet break and a longer break at a restaurant. But the shop of Mean Chey in Battambang is not (any more?) located at the place as described above, you find it:

Road 03 directly in front of the temple/pagoda. The mini-bus also starts at this office.
